Two kinds of information live here, and we never mix them up. Rates wemeasured ourselves, each published with the sample size and the interval that make it mean something. And pre-launch notes from the closed beta, marked as such wherever they appear.

Why the two labels matter
Most wikis print a percentage and leave you to guess where it came from. A number from 40 samples looks identical to a number from 40,000. On this site they never do: every measured figure carries its sample size and its confidence interval, and anything below the threshold says "measuring" instead of pretending to a number.
A pre-launch note can never become a rate, never gets averaged into one, and never appears in a rate table. That separation is enforced in the code, not by policy.
